Data.gov.sg APIs

- Has per-minute readings from NEA
- Use the `date` parameter to retrieve the latest available data at that moment in time or day.


Date or date-time should be in the ISO 8601 format (`YYYY-MM-DD` or `YYYY-MM-DDTHH:MM:SS`). If only a date is provided, the data will be within that date. If a date and time are provided, the data will be up to that specific time.
